Component 2: Development of tools, methodologies, guidelines, frameworks for implementing ABS provisions of the Biological Diversity Act.


Activities:
  1. Undertake gap analysis in the existing PIC, MAT, MTA and BS agreements
  2. Develop guidelines on PIC, MAT, MTAs and benefit sharing mechanisms at national, state and local levels
  3. Develop and deliver training on negotiation skills, benefit sharing agreements, IPR protection and TK documentation
  4. Develop regulatory framework on benefit sharing to implement the Act.
  5. Establish technical support team to help implement the provisions of the Act related to ABS
  6. Develop PBRs in at least 10 BMCs
Outputs:
1)
The project team has prepared a draft Access guidelines under Section 18 (1) of the Biological Diversity Act, 2002 to regulate activities referred to the Sections 3, 4, 6, 19, 20 and guidelines for filling up the Forms I, II, III.

The benefit sharing guidelines includes information note, details the various scenarios in the context of ABS requiring case specific benefit sharing responses by the NBA as per the Section 21, 27 and Rules 20 of the BD Act.

Gap analysis was carried out on ABS measures taken by Parties in order to implement the ABS provisions of the convention

Undertook gap analysis on the tools, methodologies, guidelines and framework related to ABS.

So far, nearly 30 TSGs have been established to create awareness about the implementation of the Act and to assist the BMC to validate PBRs by listing local names of flora, fauna and TK and help in conservation related issues.

Process of preparing the PBRs was initiated in the project Implementing states.
7 )
Initiated to organize village botanist course. This programme will consist of theory and praticals and will help the youth in the project implementing states to prepare the PBRs.
8 )
An off-line ABS application processing module has been developed to facilitate better access of information to the applicants and also for quicker processing of ABS application within the stipulated time period.
